Fire crews helped four people escape an apartment in Knoxville, Tennessee, as floodwaters surrounded the building and left them trapped on Thursday, July 21, the Knoxville Police Department said.

This footage, which police said was taken in the 23rd Street area on Thursday morning, shows parked vehicles almost entirely submerged on a residential road, as two emergency officials with a large flotation device wade through waist-deep water.
